Senate Dems Float RFI For Healthcare Reform
Senate Democrats released a white paper detailing their goals for reforming healthcare. Some of the document gives hope that Democrats may abandon their more radical “Medicare for All” persona in favor of reforming the current private delivery system. It is especially focused on affordability and lowering costs.
At the same time, there are the normal political attacks and positions, including a rehash of expired Exchange subsidy enhancements, Medicaid cuts in the One Big Beautiful Bill Act (OBBBA), and a proposal for a public health plan option to run side-by-side with private plans.
Democrats would take a hard line on health plans and corporate greed.

Cigna Reports Q2 Financials
Cigna reported good financial news for Q2 2026, driven by major growth in employer sponsored coverage and at its Evernorth services entity (with the exception of pharmacy benefits manager ExpressScripts). It boosted its 2026 outlook. Its Q2 2026 profit was $1.7 billion, an increase of more than 8%. Total revenue reached $71.7 billion for the quarter, up about 7%.
Cigna says it is getting heavy interest from employers in its new model that moves away from traditional drug rebates. Cigna also said it is seeing some slowdown in the provision of GLP-1 drugs for obesity by health plans and employers.
In other news, major Medicaid health plan players are indicating in the Q2 news that profitability will rebound in 2027 despite some of the further cutbacks due. Investors are not sold on the message.

Judge Allows Work Requirements To Proceed
A federal judge has rejected a preliminary injunction request from 26 states seeking to bar the implementation of work requirements in Medicaid.
The Centers for Medicare & Medicaid Services (CMS) finalized rules and guidance to states in June and the requirements kick in Jan. 1.

Health Affairs Forefront Examines Trump Drug Price Reforms
A Health Affairs Forefront blog assesses the probable impact of President Donald Trump’s various drug price reform proposals and negotiations. The blog is more balanced than the title suggests – “The Trump Administration’s Deals With Pharma: Policy Progress Or Political Theater? Many details of these agreements remain undisclosed, but what we know suggests they may be less far-reaching than claimed.”
I continue to believe that the package as a whole represents major change and is more than any modern-day president has done. He deserves kudos.
